Folder shortcuts in Dock no longer work

When right-clicking on the Documents or Downloads short cuts and selecting Open "Documents" a dialog window appears that reads 'The application "Finder.app" is not open anymore.'

I've tried removing the short cuts and adding them back. Resetting the Dock defaults via Terminal.

defaults delete com.apple.dock; killall Dock

I've tried removing the com.apple.finder.plist
