Bluetooth not working on 3 week old iPhone X. I have turned Blue Tooth on and off. I have turned phone off. Neither my watch (which had previously been paid) nor the new speaker show up as BT devises, so "forgetting" them is not an option.

As far as the speaker, you need to make sure that it is in pairing/discovery mode. If it has been paired to another device, you may need to reset the speaker, as many can only be paired to one device at a time. See the speaker documentation about putting it into pairing mode. Make a genius bar appointment with Apple for an evaluation.
They can tell you what options you have.
