i dont seem to have the ARRANGE function/tool in my PAGES APP on my ipad or iphone. Please help.

The Arrange popup is under the Paintbrush icon, when you have an object selected.

There is no way of positioning objects in Pages for iOS other than manually if that is what you are asking.

To position objects by depth use:

Paintbrush > Arrange > MOVE TO BACK/FRONT slider

To set Textwrap:

Paintbrush > Arrange > scroll down > TEXT WRAP

I see this as a major flaw (yes another!) in Apple's User Interface of late for all their OSes.

They obsess over appearance above all else, and do not have an indicator that there are further options below or across an interface, out of sight.

Back when Apple was a world leader in UI (long before you and the current programmers were born...) that was considered a blunder of the highest order.
