Since upgrading phone it has been Locked on apple support.?? With error(9) when I try to update from I tunes.

iPhone SE, iOS 11.3.1

What do you mean 'locked on apple support' ?

For error 9 try : If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support
