Messages to Android phone

Can I use Messages on my iPad to send texts to an Android cell phone? How do you do it?

You can only send SMS/MMS texts if you pair the iPad with an iPhone and use the iPhone for the actual sending and receiving.

SMS/MMS require a cellular telephone voice network connection, which no iPad is capable of. Without an iPhone, an iPad is limited solely to internet messaging services like iMessage (which only works between Apple device users), or Skype, Google Hangouts and other services (which require both users to be using that same service).
