voice memo not appearing in control center

I have an iPad 12.9" Gen 2 - My question is that the Apple page describing the control center shows the options of "Voice Memo" and "True Tone" but they do not appear as options under Settings > Control Center (either under "Include" or "More Controls" so I'm wondering how to add them to Control Center. Thanks.

iPod touch, iOS 8.3

To get to True Tone, force press the slider for the screen brightness in the Control Centre.

To be able to add Voice Memos, make sure you have the app installed first. Go to the App Store and download it. Then go to Settings > Control Centre > Customise Controls > swipe down and add Voice Memos from there.

The Apple app "Voice Memos" in the App Store shows "Compatible with iPhone and iPod Touch." (Note: iPad is not included.) Also "This app requires specific features not available on his device." appears at the top of this App Store entry on my iPad.
