Horizontal Screen Discoloration on MacBook Pro 2017

On this first photo, it seems like there is nothing wrong with the macbook pro screen.

However, when you open a window with bright or white background and hover it down the screen, you will see darker horizontal lines at the bottom of the screen. And when I stare at it closely it seems to be fluctuating. Like it is refreshing on its own in a really fast manner.

What causes this? And is there any quick fix for this? Or should I just let it slide?

Thanks!

MacBook Pro with Retina display, macOS High Sierra (10.13.6)

2017 you are still under warranty. If it were me, I don't think I would let it slide.

In or out of warranty you can get a free over the counter 'Apple Service Diagnostics' test
