I currently own a mid2015 Macbook Pro. I have noticed that the new Macbook Pros are coming out with 32GB RAM (to cope with the size of the new OS?). I currently have 16GB RAM which was the max at the time. with the new Macs coming out with 32GB, can I upgrade mine to 32GB?

There is a new Processor involved in that MacBook Pro model. It has an advanced memory controller that can directly address 32GB. Previous models (including yours) can not address more than 16GB.
And that much is NOT needed for MacOS alone. Video editors have been demanding that extra RAM memory.
