SD card to iCloud

Is there a way to transfer RAW image files from an SD card to a file folder in iCloud without first importing them to Photos.app?

iPad Pro, iOS 10.2.1

Any file manager will allow you to copy files to a Mac or PC where you can then upload to iCloud Drive at iCloud.com using a web browser.
