Do you have access to another network where you can try? That has worked for several people.
Try a forced restart.
When you say you tried a "force restart", do you mean that you held the Home and Power buttons down at the same time until the Apple appeared? Did the Apple appear, and did the phone restart?
What Eric means by another network is have you tried connecting to a different Wifi.
