Activation Lock with find my iPhone off?

I’m erasing my old iPhone to sell but it keeps saying it is “Activation Locked” and making me input my Apple ID. I’ve turned off find my iPhone and everything else in I cloud.

What am I doing wrong?

Glad it’s worked out! Activation lock remains permanent even after an erase of the device. The only two ways to remove activation lock is to sign out of iCloud on the device, or login to www.icloud.com and delete the device from the list of tracked devices in the find my iPhone app there.

Either way obviously requires the iCloud account‘s AppleID password. There is no way to remove activation lock though without entering that password at some point.

It’s an important point, since a stolen device can be erased in iTunes by anyone, but as long as the owner leaves that device listed in their tracked devices in www.icloud.com, activation lock prevents anyone activating that erased device.
