my ipad is not charging and i have tied all the resets and change out power cords. can i change out the battery or do i need a new ipad?

I have a apple ipad that will not charge i have tried all the resets both buttons and just ;the top reset. i have change power cords and gone to direct outlets and from my pc and still it will not charge up.

do i replace the battery or buy a new one.
