iphone 5c locked on black screen with apple logo

can somebody please assist? have a iphone 5c which is all the time blinking apple logo on black screen

when i connect with itunes to restore / format phone, the process starts but then it stops when it connects to phone and gives and error 2002

what does it mean? that the phone is dead and needs replacement??

need urgent help
