I had Two-Step and a Recovery Key for my Apple ID before Two-Factor came along. There is no option in either the Mac or the iPhone Settings to turn on a Recovery Key. I have no idea what that article is referring to. I have never seen that option.

What isn't clear to me from that article is if it's possible to generate a recovery key if you never had 2 Step Verification. Did you have 2 Step Verification and then recently switch to 2FA? If not, it may not be an option for you. It's not mentioned at all the article on 2FA:
I think they've failed to update/delete the article. They did update the 2FA article to explain 2FA can't be turned off. I bet they eliminated this, too. When I get home, I'll have to remember to bring this to the Host's attention.

I've got a feeling it may be, in some way, less secure. And, if you have a recovery key, none of the other recovery options are available. So, if you lose the key, you are completely out of luck. Better cumbersome than impossible. Given the rate at which people seem to lose passwords around here...
