I tried downloading app in AppStore it keeps popping up, that I have to complete my ID. When I try completing my ID it shows "contact iTunes support to complete this transaction"

contact iTunes Support as the error message states. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
