That means that the message could not go as iMessage. In addition to both being iPhones, both must have a data connection (Wi-Fi or cellular) and both must have iMessage turned on and working. If either phone does not have a data connection and the Use SMS switch is on for the sending phone the message will be sent as SMS rather than iMessage. One way this could happen is if either phone does not have a Wi-Fi connection AND has Cellular Data turned off.
