Screen Recording in IPAD Pro with customised Frame Rate and Bit Rate

I want to record screen of apple ipad pro 12.9 inch but i want recording to be at a fix frame rate and bit rate. The screen recordings using inbuilt screen recorded is made at dynamic frame and bit rates. Is there a third party app or any work-around to achieve this.

iPad Pro 12.9-inch, 2nd Gen, Wi-Fi, iOS 11.4.1

IPad screen recording I am trying to do a screen recording on iPad but there is no plus sign next to Screen Recording in Control Center nor is there a Customize Controls option in settings. What’s up with that? Thanks.
