If you tether the device to the iPhone, then the iPad does not need a data plan you would be using the data on the iPhone. If you have an iPhone, you can use Waze there, unless you are looking for a larger screen to watch. If you have a wi-fi + cellular iPad, then I'm guessing that you do not have cellular activated on it?
That is fine, but again, it doesn't have to be a cellular version if you haven't bought it yet, and don't wish to pay the extra for the cellular version. Tethering off the phone is connected via wi-fi, so cellular is not necessary for the iPad.
The wi-fi only device uses a triangulation method for location, but the wi-fi + cellular does use assisted GPS. I don't know that when tethered that you would be using the iPhone's GPS. I would say you would have to compare the two. I didn't think about that, but I know that you can share your location on the iPad with your iPhone. I am just not aware if that would translate to the Waze app.
