iPad Mini 4 used as gps

Can the iPad mini 4 WiFi + cellular just be teathered to my iPhone X to use as a gps and not need a data plan to use apps like Waze?

The wi-fi only device uses a triangulation method for location, but the wi-fi + cellular does use assisted GPS. I don't know that when tethered that you would be using the iPhone's GPS. I would say you would have to compare the two. I didn't think about that, but I know that you can share your location on the iPad with your iPhone. I am just not aware if that would translate to the Waze app.
