Pencil Will Not Work in Notes

I recently purchased a new iPhone 8 and iPad Pro in July. I just recently received a Pencil I am unable to use my Pencil on either one in Notes. I was told that I don't my Notes does not have the pop-up menu which includes the marker icon and there was a problem with one of the recent 11 upgrades. Apple support told me I have back up my Iphone and iPad into icloud and then restore my Iphone and iPad to factory settings. Is anyone familiar with this notes problem? Thanks

First,

The Apple Pencil will only work on the iPad Pro NOT the iPhone.

You could try deleting the Apple Notes app from your iPad Pro and redownload it from the iOS App Store to see if this fixes the issue with your Notes app with the Apple Pencil.

Thank you so very much for your answer. I actually called Apple Help back again and spoke to another technician. I needed confirmation of what he told me which sounded way more than I intended. Tia was awesome. Instead of following the guy's instructions which were to back up everything into iCloud and then reload, I suggested to Tia why I could not do what you said and just delete and reinstall Notes. That's what we did on my iPhone and iPad and the new Notes had the marker for me to draw on my iPad. If the Apple support person does not know anything about the subject of the issue, they should have a directory so a customer can be transferred to someone who can help.
