My phone is second-hand and its former owner has not been able to re-enter Apple iPad for a long time because of the lack of use of Apple's iDi for the time being to remove this device from its device list.

See the link below and look at the section "If you bought the device from someone else."


Turn off Find My iPhone Activation Lock


If the former owner can not remove the lock, you will never be able to use the phone. In that case, return it and get your money back.
