If WiFi Calling is off, why am I still receiving calls?

If anyone is familiar with Presence App that utilizes old iPhones as WiFi security cameras, I wonder if you’ve experienced this.

So I have two iPhone 6’s being used and they usually work great, without dropping out or crashing. They are set up with my Apple ID but have nothing on them other than Presence and all notifications are off, including calls and texts. There are also no SIMs in these two phones. But when I receive a phone call on my 7 Plus, it rings through on both of those phones. This hasn’t been a problem before but lately this has interrupted the connection and shuts down my cameras. Then I have to go through this process to get everything back online.

I checked settings and verified that notifications and WiFi Calling are disabled. Why are phone calls still ringing through when I have all of that off? I know the link is my ID, but what might I be missing to stop these phones from reveiving calls?

I have reached out but my problem isn’t really “in-app.” How can the developer compete when the phone is responding to a call?

Per the developers suggestions to avoid crashes, once I have the camera running, I start Guided Access to keep it stuck on that screen. The incoming call bypasses that but once the call is done ringing, that leaves the Presence app stuck trying to reconnect. I guess they could work on rebounding after such an event but the way I see it, my 6’s shouldn’t even be receiving calls...if I could stop that, it becomes a non-issue.
