My iPad want to power off screen keeps popping up every few seconds at some point it will power down by itself completely sometimes I hit the home button and it will snap a picture when I don’t want it too I’m not sure if this is a virus or a technical issue.

If you've removed the case, and it still happens, then the power button has very likely developed a fault that causes it to act as if its being pressed.
You would need to take in to Apple for diagnosis and repair.
Check
1. How much space is available
Settings > General > About > Available > ?
2. Is iPad battery below 20%?
Charge it and don't let the battery depletes, note you cannot overcharge with Apple supplied cable and charger.
Try Restart / Force Restart below
12.12 GB available
80% battery
I have rebooted/ reset and it did not help it still does

If no joy, make a genius bar appointment with Apple for an evaluation.
They can tell you what options you have.
Sounds like the power button is getting pressed. Either a physical action is causing it to be pressed, or the power button has developed a hardware fault.
Do you use a case or cover on the iPad?
If so, you may try removing it, and see if the issue stops.
