How do I get a refund
Hello, so, I was charged for iTunes bill twice this month $8.65 and $0.99 which I don’t use often. i was also charged the same amount last month too.

And : View, change, or cancel your subscriptions - Apple Support
Purchases are considered final but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
