You need to go back to Walmart.

Below is the advice from an Apple article.

Card or code is inactive

If you see a message that your card is inactive, it might not have been properly activated. The best option is to go back to the retailer where you purchased it and try to resolve it with them.

You shouldn't post card numbers or images of the same to a public forum.

See If you can't redeem your App Store & iTunes Gift Card, Apple Music Gift Card, or content code - Apple Support. Do you have the card and a receipt for the purchase? If so Apple Support may be able to help if you follow the advice in the section Card or code is inactive.

Apple how can I fix these ?

Try signing out of your Apple ID and then back in again in case the balance has been applied to your account but isn't showing correctly.

If you bought an iTunes gift card voucher which you cannot redeem then you should first try If you can't redeem your App Store & iTunes Gift Card, Apple Music Gift Card, or content code - Apple Support in case you are either entering the code incorrectly, or the card wasn't activated. For activation issues seek redress from the vendor. If they won't help you will need to contact support.

If you have sent the card details to someone else as a form of remote payment, or have bought a card that has already been redeemed, then you have been scammed. See iTunes Gift Card Scams - Official Apple Support for more information.
