When trying to download apps it is asking me to verify my payment method. I am putting in the correct details but it will not accept my card ?

when downloading apps it is asking me to sing into my Apple ID, then sending me to my payment method, once I have done this a message pops up saying that payment has been declined but the app dosent cost anything and I have money in my account ? Can someone help me please

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store


If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
