Try Settings/Your Name/iCloud and slide off Safari syncing. Wait a few minutes and then slide syncing on.

I have a similar problem. My iPad 2 no longer shows the Safari tabs that are open on my iMac or iPhone. Can this be corrected?
I didn't find a solution bro my iPhone 5 have this problem. Apple says this is because iPhone 5 have ios older iOS version 10.3.3 and iPhone SE have 11.4
