You can’t do it without iTunes. See Recovery Mode in If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support. Also be aware that depending on software version the phone may be theft-protected by Activation Lock which could make your efforts pointless. Find My iPhone Activation Lock - Apple Support
