How to fix water damage to iPhone 7+ earpiece speaker?

I have tried everything I’ve read about and nothing has worked. I’ve put my phone in a bag of rice, I’ve tried dabbing rubbing alcohol to the speaker, I’ve tried the sonic wave app. And nothing. If I listen to a voicemail or call someone, it’s very muffled. I can barely hear the person unless I put them on speaker.

It's possible that the speaker is damaged to being exposed to water. It appears that you have already tried just about all you can do, sans taking it in to your local Apple Store to have it repaired. As you are aware, water damage is not covered under the one year limited warranty, but could be treated as one of the two "accident" events, at a reduced repair cost, if you elected to purchase the extended AppleCare+ service plan.
