I am going to be purchasing a new iMac with a Fusion HD from Best Buy that comes with Sierra installed, not High Sierra
Which would be better:
Upgrade the new iMac to High Sierra before I migrate my files from my old iMac which is running I think Mavericks?
Or migrate from my old computer and then update to High Sierra?
My thinking is that if I do the upgrade before the migration, I save myself having to do a backup

I would do the upgrade first but, how is this a new iMac with Sierra installed? iMacs have shipped with High Sierra since last year.
Migration works best when you first boot up your new Mac. After a coupe of screens in Setup Assistant you will be prompted to migrate. Choosing to migrate from a Time Machine machine backup will be the fastest route.
Actually, if you were running Mavericks and have any third-party software installed, many of those apps will most likely no longer be compatible and need updated, replaced or removed.
