Difference between green bubble sent as text message vs green bubble with nothing underneath the bubble

Hi-

Can you please tell me what the difference means when there is a green bubble that says sent as text message and then the green bubble doesn't say anything?

if the phone is turned off would the green bubble not say anything under it?

iPhone 7, iOS 11.4.1

If the green bubble says "Sent as a text message underneath", that means that it was originally sent as an iMessage (blue) and failed and the phone re-sent it as an SMS (green message). If there is nothing underneath the green bubble, that means it was originally sent as an SMS message. Messages are sent as SMS to people who do not use iMessage.
