How do I get a refund of an unwanted bill charged to my card (of which I don’t use) & how do I stop it from charging me in the near future?

Assuming that it's a charge that shows on your iTunes account's purchase history (if not, contact the card issuer) thentry the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off (purchases are considered final): http://reportaproblem.apple.com

If it's a subscription that shows on your account cancel its auto-renewal to stop it charging you again.
