when I open WALLET on my Iphone 8Plus I can not add a card! there is no PLUS or a choice to use the camera. What is wrong?

iPhone 8 Plus is an eligible device for Apple Pay, but where are you from? Apple Pay is available in selected countries.
If you are within one of regions listed above, go to Setting on your iPhone, General > Language & Region > Region. Check that it's correct.

Thanks, That answers my question. I’m from Germany. So far I use the wallet only for e-tickets and that was easy. but not for credit cards!
Apple Pay is coming to Germany later this year.
I believe, it would happen after a September event with the release of iOS 12.
Do you know the reason why Germany did not join jet. Maybe Safety reasons?
No, I don't know exactly why, but think that this time was spent on different kinds of agreements with local banks, laws, etc.

It's the banks, they haven't come to an agreement with Apple. Do note, however, that you can still make the Apple Pay feature appear on your iPhone by changing the region to any of the countries in the list previously posted by Sergekills. You still won't be able to add any cards, however, until Apple Pay arrives in Germany and your bank supports it (except in the remote case that you happen to have a card issued by a bank in a supported country).
