I have an old 5s that does this when I turn it on. Any suggestions?

Are the lines showing up on the screen and it's not booting otherwise?
If you have access to a computer with iTunes, see if you can restore it: https://support.apple.com/en-us/HT204306
Otherwise, it could be a hardware issue, so you'll want to make an appointment with an Apple store for evaluation.
