How can I link my paypal account to my Apple Account

I have two Apple ID‘s, this is because the card I registered to the first ID stopped working so I made another one without a payment method, instead I buy vouchers. However my iCloud storage is linked to the first ID and I cannot add my new card because Zambia is not on the list of countries. I do however have a paypal account but I don’t know how to set it up so that the icloud storage upgrades and is linked to my Paypal account.

There aren't any payment methods listed for Zambia. You can try to add PayPal to see if it is accepted.
