Text messages no say not deliverable and now the bubbles are green. My I message is on. I’ve restarted my phone and still the same

If you can‘t send or receive messages on your iPhone, iPad, or iPod touch
A green bubble vs blue, may mean that the other party does not have an iPhone, or is otherwise off-line.
Note: you can send text messages to yourself for testing.
