iPhone and iCloud displaying wrong times

I have a DSLR that I have used to take photos with and have uploaded onto my phone but a few times I have noticed that when I upload them onto my phone the time the photo was taken has verified by an hour, or even sending an image that was taken on another iphone granted near a time zone border, but when it was taken one phone says 11:00 my when sent to my phone it is saying 12:00 for the exact same photo. Other times I am in the middle of a state with no near by time zones for it to shift the clock around. When viewing the photo on icloud.com the time is one hour ahead but when i download the image it has the correct time again. One image on my phone displays 3:24, the icloud site displays the correct time, but another photo displays the wrong time on both photos on the phone and icloud.com. It also seems when downloading an image from the icloud that the resolution is different than the original is, such as photo from icloud drive but also getting same image from icloud photo size and dimensions are wrong any tips, Thanks.
