how do i start using my ipad without wifi

just purchased an ipad. no not have wifi. have an iPhone. need help getting started on my ipad.

If your iPhone's service plan supports it, you can use its personal hotspot to set up the iPad.

Once setup, connect to it from the iPad as if it were a standard Wifi network, and proceed with the iPad setup: Set up your iPhone, iPad, or iPod touch - Apple Support

Alternatively if you have a computer with an up to date version of iTunes, you can use that to set up the iPad.
