I got charged 11.65 for iTunes but I’ve not got charged that before

Assuming that you’ve looked at the purchase histories of all iTunes accounts linked to the card and not found it, and that you’ve also decided it’s not : http://support.apple.com/kb/HT201292, talk to the card issuer.
