Can I connect controller to iPhone/ipad ?

I have bought a MOGA Pocket controller and I am not able to connect to my iPhone X / iPad 6th generation.

Yes, you can use iPhone compatible game controllers on iPhone like this: Gamevice Controller for iPhone and iPhone Plus - Apple
