Who do I contact about over charges

I purchased a song on iTunes for 1.299 September 1, 2018 and my account was charged 11.06. Other purchases from iTunes overcharged. How is this possible?

Clickhereand ask the iTunes Store staff for a refund, or if you got an email receipt, use the Report A Problem link in it.
