IP is not required/used for a LocalTalk connection. I assume that you have double-checked all applicable control panel settings (ports, etc). A LocalTalk connection between these two operating systems would (normally) be possible, but one should perhaps not rule out incompatibilities because of a certain mix of AppleShare/AppleTalk/Chooser versions.

If absolutely necessary, there are other ways. For example, you could try segmenting files into floppy-sized parts. This can be tested using something like Disk Copy 6.3.3 ( Disk Copy 6.3.3: Document and Software) or SplitIt! (https://archive.info-mac.org/_Compress_&_Translate/), providing that you can download and install these utilities.

Another method could be a serial modem or null-modem transfer using communications software such as Terminal 2.2 (https://archive.info-mac.org/_Communication/_Terminal/) or the communications section of ClarisWorks.

The easiest way would be to connect the two computers via LocalTalk (this could be just a plain Macintosh MiniDIN-8M to MiniDIN-8M printer cable between the printer ports). Then enable file sharing on one of the computers (the server), and use the Chooser on the other one to connect to the server. If there is a problem setting up the first computer as a server, do it on the other one instead, and use the Chooser on the first machine to connect. If Open Transport networking is enabled on the SE/30, and it does not work, you may want to use the Network Software Selector (if applicable) to switch to "classic networking".
