Then, as mentioned by the others, you need to work this out with Global Communications.
You may also want to check to verify that they are an Apple Authorized Reseller.

Apple Stores, and many other resellers have a 14 day return policy where you can return the phone and get your money back. However, some resellers may have a different return policy.
In any case, try to return the phone and get your money back. Then apply the proceeds to a new phone.

You did not buy your device from Apple, so Apple cannot do anything for you.
You will have to work out any issues with your order with whoever you bought the device from.
Even they have ordered it directly from apple.com, just choose wrong from what I asked them?
