is it possible to update my i phone 4 with ios 7 to ios 9

No.

iOS 7.1.2 is the highest you can go with iPhone 4.

If you need to have a newer version of iOS then you need to replace your obsolete iPhone 4.

iPhone 4 goes up to 7.1.2

iPhone 4s goes up to 9.3.5
