What does an ! surrounded by a circle mean in Photos?

I have photos on my iPhone that have an ! surrounded by a circle on every picture and that seems to be preventing me from downloading the photos. I am wondering what this symbol means and what to do about it.

iPhone 5c, iOS 8.1.2
