Apple Pay Cash is used to pay someone by sending them an iMessage. It is typically used for payments to friends and other individuals. See: Apple Pay Cash - Official Apple Support
Apple Pay is used to pay at terminals in retail stores that accept Apple Pay and on online websites that accept Apple Pay. See: Using Apple Pay in stores, within apps, and on the web - Apple Support
There is no cost to use either except that if you use a credit card to fund an Apple Pay Cash transaction there is a 3% fee. See the following from Send, receive, and request money with Apple Pay - Apple Support
- If you choose a debit card or pay with your Apple Pay Cash balance, there’s no fee.
- If you choose a credit card, there's a 3% credit card fee on the amount funded by the credit card.
