Netflex is not compatable with this iPad

What iOS are you using on the mini?

I would find out from NetFlix if their app is okay with the model he has. That, to me, would be the FIRST STEP. The reason why is that if he finds,out that this version is compatible with his iOS device, then he knows, right away, he’s got some other kind of problem going on. So, no ... I wouldn’t start going backwards in app versions until I know ... first of all ... what version is compatible with what device.

Netflix still has older compatible versions in the iOS App Store servers that go all the way back to iOS 5.1.1.

The NetFlix customer support would be the proper place to get answers for that issue, since it’s their app and they would be able to tell you if their app is not compatible with your particular iOS device. I would go there, first.

If it is an iPad 2, 3 and 1st gen iPad Mini any version of Netflix would work up until iOS 9.3.5.

The iOS 5.1.1 version is just for the original 2010 1st gen 9.7 inch screen iPad or any other older iDevice that is still running/using iOS 5.1.1.

Knowing what iOS the OP is running will dictate the next step. After that, They have all the info they need to get it working.

This is not completely correct. There are several steps that can be accomplished to resolve this without going to Netflix. Netflix has the archived apps that are easily attainable. There is an issue with the iPad not Netflix.
