How to successfully change country??!

I can’t change my country/region. I have moved from UK to France and every time I’m trying to change it it tels me that i need to go to App Store click on Apple ID, select this and that and when the option with country/region appears it says that I can’t do it “at this time”....!!!!!!.....and that to change country I need to cancel my Apple Music subscription which I have done.
