I concur that it would be best for your friend to "call apple support and let them walk him thru it." Asking for a friend on ASC is taking a chance with second hand advice. Since the iPad Pro is new, Apple would be the best choice for an answer.

Do you have a backup of your "old iPad?" If so, the article which directed you to ASC contains this link: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
First time I had seen this - "you need to erase all of its content before you can use these steps to restore from your backup."
I am asking for a friend and he has already put a lot of music on his new one and does not want to erase everything he has done. He also told me he has a windows pc. His old I pad will only accept IOS 9. which also complicates things. Some folks said just to put the old sim card in the new machine but I don't think all info is on the sim card. My advice to him is to call apple support and let them walk him thru it.
