If you're thinking of a mobile device management (MDM) server such as the one that's part of Server.app, that too can manage certificates, and establish a certificate payload.
FWIW, the Xserve and Xserve RAID hardware (this forum) is for what is now old hardware and is not supported by any current macOS release nor by any recent Server-related software, so not much traffic around here.
