recharging the keyboard and mouse
I recently bought a used late 2015 iMac but it did not come with the charger or the lightening cable. Can I use my iPhone charger to recharge these devices?

That should be fine. If for any reason it does not work, I would recommend contacting OWC (www.macsales.com) to see if they can supply the parts you need.
Also, they are an excellent supplier of RAM, SSDs, and external HDs. If this is your first Mac, I strongly recommend their Mercury Elite Pro line of EHDs which you will need as a backup for Time Machine and/or a bootable clone backup of your system.

In addition to the information rkaufmann87 provided, here's an Apple article that covers charging of the Apple mouse, keyboard, and trackpad. Your iPhone's Lightning cable will work fine.
